In the Multilanguage sample application, there appears to be some type of conflict with the sequence of steps required to set the proper language, while maintaining the saved state of the toolbar(s).  In the mainfrm OnCreate function, the state of the toolbar is restored with the LoadCommandBar() followed by a call to OnLanguageFile().  This results in the toolbar getting placed back to it's original state.

This can be seen in the Multilanguage sample by just customizing the toolbar by removing some icons.  When the program is started again, the icons that have been removed are present.
