Floating pane does not have focus.

   I have an MDI app. that includes different panes and views and I need to route commands to the focus/activated window(view or pane). 
I used IsFocus() to find if any of my panes has the focus but when the pane is floating its IsFocus() function returned FALSE although it's in focus. IsSelected() is also not return the right answer in some cases.
