BUG - Margins in TabControl v11.1.3

   The margins (control, client and button) are . The top and right margin values are being swapped.

To reproduce:
Add a tab control to a vb form. 
Use the property page to set margins at 1, 2, 3 and 4 (reading left to right). Save the form design.
Close the form and re-open it (forcing vb to reload the properties).
Check the property page - now it's 1,3,2,4.
This DOES affect run-time behaviour as well.

I think the property is being saved as 'left,top,right,bottom' but is re-loaded as 'left,right,top,bottom'.
